Key People

David Reyes and Ronda Hackbart founded Altitude Edge Consultants in 2005 after more than 50 years of combined experience in health care-related services. You’ll notice that the name Altitude Edge does not carry a specific health care connotation—this was done by design. The duo wanted to create a business that thrives on innovation, collaboration, quality care and client-focused thinking. They feel strongly about the concept of supporting health care organizations that want to take their business to higher levels and reach new potentials to gain a competitive edge in health care and aging services.

David Reyes has worked in long-term care for nearly 30 years and is highly experienced working with the development, implementation, supervision and evaluation of programs and services for the aging. He brings a wealth of knowledge and expertise, specifically working with Programs of All-Inclusive Care for the Elderly (PACE), to work for Altitude Edge Consultants.

Reyes was CEO and President of a leading PACE organization for 10 years during his career. He also has served on the Board of Directors for the National PACE Association, including the Chair of the Board for two years. Additionally, Reyes has served two terms as a Delegate at-large for the American Association of Homes and Services for the Aging. Reyes received his bachelor’s degree in health care administration with an emphasis in aging from Wichita State University, and he earned his master’s in health care management from Webster University in1982.

Ronda Hackbart (rhackbart@altitudeedge.com)

Ronda Hackbart brings to Altitude Edge Consultants more than 20 years of diverse health care experience with an emphasis in recreational therapy and management. Prior to forming Altitude Edge, Hackbart was Vice President of PACE Operations for Total Longterm Care, Inc. in Denver, where she was responsible for a budget in excess of $60 million. In this role, Hackbart oversaw all operations of PACE, including six adult day centers, in-home services, transportation, caregiver education and volunteer programs.

Hackbart is a member of the National PACE Association, the California Association of Homes and Services for the Aging, and the Colorado Association of Homes and Services for the Aging. She also has served on the Board of Directors for the Colorado Association of Homes and Services for the Aging for nine years, and as Board President for three years. She has served also on the American Association of Homes and Services for the Aging’s House of Delegates and Nominating Committee. She earned her bachelor’s degree in therapeutic recreation from the University of Colorado.

Gabriele Sarbaugh (gsarbaugh@altitudeedge.com)

PACE Project Coordinator

Gabriele Sarbaugh has been with Altitude Edge Consultants since 2007. She plays an integral role in the pre-development phase of PACE program implementation. Sarbaugh is the lead coordinator of the PACE application process. She assists in the development of the PACE application, researches state regulations and submits documents to the state administering agency and the Centers for Medicare and Medicaid Services. She acts as a liaison and resource for clients throughout the application process. Sarbaugh graduated from the University of Colorado at Boulder with a bachelor’s degree in communication. Sarbaugh was on the dean’s list and a member of the Phi Beta Kappa Academic Honors Fraternity at the University of Colorado.

Kristina PortilloExecutive Assistant

Kristina Portillo brings a combination of business administration, marketing and PACE experience to Altitude Edge Consultants. She supports Altitude Edge principals and consultants, coordinating their schedules and assisting with the preparation of client reports, presentations and other business-related documents. She also assists with accounting and bookkeeping and acts as Web site administrator. She earned her bachelor of business administration in marketing from Chaminade University in Honolulu.

Susan Kaul (skaul@altitudeedge.com)

Chief Administrative Officer

Susan Kaul has been a consultant and coach to executives for more than 15 years, working with clients from start-up companies to Fortune 1000 businesses. Kaul is responsible for overseeing Altitude Edge’s business strategy and human resources. Kaul also assists with client services, especially in the areas of organizational development, leadership development and identifying and utilizing employee talents in the implementation of Programs of All-inclusive Care for the Elderly. She helps businesses take stock of human capital and improve efficiency and effectiveness while staying true to an organization’s overall mission and strategy. Kaul received her Bachelor of Science in business management from Alverno College in Milwaukee and her Master of Science in organizational development from Loyola University in Chicago. She is also an adjunct professor in the M.B.A. program at Alverno College.

Altitude Edge Consultants Senior PACE Consultant Dorothy GinsbergDorothy Ginsberg (dginsberg@altitudeedge.com)

Senior PACE Consultant

Prior to joining Altitude Edge Consultants, Dorothy Ginsberg led the creation of New Jersey’s PACE infrastructure development and served as the PACE administrator. She also served as the supervisor for the New Jersey Department Division of Aging and Community Services’ (DACS) state-funded home and community-based programs. Ginsberg is a sought-after presenter on institutional and community long-term care. She co-chaired the New Jersey Women’s Caregiver Retreat for three years; developed and implemented the state’s Caregivers Best Practices conference, attended by 300 professionals; and was a member of the Governor’s Stakeholders Task Force on the Olmstead Supreme Court decision that reaffirmed the rights of persons with disabilities to live in the community. She has been a registered nurse for 30 years, with extensive experience in home and community-based services for the aging and people with disabilities.

Marketing and Enrollment Consultant

Joni Reilly-Hall’s expertise as a marketing consultant expands Altitude Edge Consultants’ range of capabilities and services for PACE Programs. Reilly-Hall has more than 20 years of diverse health care experience with an emphasis in marketing and community outreach. Reilly-Hall provides on-site training to marketing and enrollment staff upon start-up and on an ongoing basis.

Dr. Richard Schamp, M.D., C.M.D., C.H.C.Q.M (rschamp@altitudeedge.com)

Medical Consultant

Dr. Richard Schamp’s extensive background working in geriatrics and end-of-life care, coupled with strong administrative experience brings a unique combination of talents to work for Altitude Edge Consultants, where he supports PACE providers in the areas of Medicare risk adjustment, medical quality management and physician training and practices. Schamp is a certified medical director and frequent speaker on evidence-based medicine. He currently serves on the National PACE Association’s Primary Care Committee and Board of Directors. Schamp earned his doctorate of medicine degree from the University of Kansas.

Altitude Edge Consultants Clinical Consultant Marguerite Riles ParzenMarguerite Riles Parzen (mparzen@sbcglobal.net)

Clinical Consultant

Marguerite Riles Parzen RN, C-GNP, is a certified Gerontological Nurse Practitioner. Parzen's primary area of expertise is caring for the frail elderly. She has experience with all aspects of geriatric medicine ranging from memory impairment to end-of-life care. Parzen has practiced in a wide variety of clinical settings, including large metropolitan hospitals, outpatient geriatric clinics, nursing homes, skilled nursing facilities and home health care environments. She has extensive experience working with PACE programs where she has served as a clinician, an administrator and a consultant. Given the breadth of her experience, Parzen is able to productively communicate with administrators and clinicians alike and help them communicate with one another.
